Starr is an artist whose work is informed both by the long lineage of artists in her family and by the rich culture of the places that she has lived, mainly Washington DC and Brooklyn, NY. Starr’s primary mission as an artist, educator and scholar is to uplift  the narratives and work of Black artists from the US both past and present. Working towards this end Starr has earned a BA from Roosevelt University, an MA in Museum Studies from Western Illinois and is currently a second year student in the Maryland Institute College of Art in Baltimore in the MFA Community Arts program '19.

​While Starr’s work falls squarely within the realm of community based artists, Starr resists this categorization. As she navigates various aspects of the art world--academia, museums, etc--Starr recognizes that the distinction between artists and community based artists is another way that the art world creates outsider-insider languages and dynamics that privilege the work and cultural values of The West while relegating everything else to the category of “other” and “less than.”

In the communities that Starr is accountable to an artist of any genre is community based. In those community spaces there is an understanding that all artists have relationships and responsibilities to the communities that they are apart of. Further that the artist’s connection to communities adds rather than detracts value and is a necessary component of any artist’s ability to make work. Or in other words, art does not happen in a  vacuum. Given this context Starr’s resistance to categorization as a community based artists is less an attempt to elevate her own work beyond the status given to community based work and more a declaration that there is no higher or other status for an artist such as herself.
